Bilbo insists he has to finish his book before he can start anything with Frodo and it feels like the younger hobbit is being fobbed off at first. Then he sees the tears when Bilbo finishes the chapter of his life about the battle and the dwarves and the King Under the Mountain long dead. He had to let someone go from his heart before he could let another in, and Frodo understands that now.
