Aang is just a woodbender here, not an avatar (maybe I was unclear in my previous comment; I meant a parallel with Aang in canon, not necessarily this au) and yes the idea was that before toph people assumed there were just four elements, either because metal bending was never discovered/invented or because it was in the distant past, but all knowledge of it was lost. And then Toph came along ;)
